Methodology and timeline

Methodology: International cooperation as our core

The JASMINE initiative is organized into five interconnected Work Packages.

Building on our partners strenghts, as well as on existing collaboration with Japan, each work package will conduct analysis and produce scientific results. They will then use them to develop recommendations for the EU-Japan Semiconductor collaboration roadmap.

Leader: Tyndall National Institute

JASMINE’s Project Management is led by Tyndall. Management includes record keeping, information updates, periodic reporting (deliverables, milestones, outputs/outcomes, critical risks, indicators) and
production of financial statements in addition to facilitation of EC checks, reviews and audits. Essentially WP1 will ensure that JASMINE is implemented as designed and effective communication is maintained between the beneficiaries and the Chips JU Office. Also, those reports are timely, and payments made accurately.

Tyndall is responsible for legal arrangements within the consortium.

Leader: DECISION Etudes & Conseils

This project will conduct a comparative mapping of the EU and Japanese semiconductor supply chains to identify shared strengths, weaknesses, and third-country dependencies. It will assess existing industrial cooperation across the value chain and identify opportunities to strengthen chip supply security through enhanced EU-Japan collaboration. The analysis will also support WP3 by positioning EU and Japanese companies within key markets and will include ongoing monitoring of bilateral industrial cooperation.

Leader: CEA-Leti

JASMINE through WP3 will gather and analyze existing information to identify emerging opportunities for EU–Japan collaboration in semiconductor research, development, and industry, with a focus on components and advanced computing technologies. Building on recent bilateral discussions, strategic frameworks, and initiatives such as ICOS, it will map joint R&D priorities in areas including sustainable semiconductor manufacturing, heterogeneous integration and packaging, and cutting-edge process technologies (toward 2nm). Particular emphasis will be placed on strengthening cooperation in Life Cycle Assessment (LCA), defining research priorities to improve semiconductor sustainability, and identifying gaps in existing frameworks to enhance synergy between EU and Japanese activities.

Leader: SiNANO Institute

WP5 will ensure the active and wide dissemination of JASMINE’s results through a structured communication and outreach strategy. It will establish a strong and recognizable project identity and implement targeted actions to raise awareness among key stakeholders in the EU and Japan. It will support community building through participation in major events, organization of bilateral and matchmaking activities, and dedicated sessions, workshops, and conferences aimed at fostering EU–Japan semiconductor research and innovation partnerships.

Our timeline

Official launch of JASMINE

WP1 – Official Kick-off meeting in Tyndall National Institute in Cork, Ireland. All partners will gather on 15 April to launch the JASMINE project.
